The specific purposes and objectives of the CAC shall be through education and scientific study, to enhance and promote proper beach, fish, wildlife and related habitat enjoyment by the public; and by working with enviornmental groups, scientist, attorneys and others, through education, scientific study, and other methods, to build community and governmental awareness, understanding and support for, and compliance with, the proper conservation and management of beaches, fish, wildlife and related habitat, including protecting the lawful rights of the public to full, unimpeded and uninterrupted water-front access to and enjoyment of the nation's beaches, fish, wildlife and related habitat.
